The GLO and Galveston County signed a contract outlining how the GLO will acquire the land around the waterway and the future plans of the area.
Fox 4's Ashley Gaston reports about one community association that isn't selling the land and its plan to raise money to fight the plan.
Once the pass is filled in, the GLO plans on spending $5 million to build a park and a fishing pier.
