BISD board adopts budget; allows superintendent to hire teachers without approval

The board of managers for
the Beaumont school district has adopted a budget for the 2014-2015
school year that totals a little more than $135 million in expenditures.


The district also plans to charge for parking at football games
and increase the summer swimming fees at the Natatorium among other
things to increase the revenue.

The interim chief financial
officer, Leroy Saleme, says the district is still identifying places to
cut to save more money, something Superintendent Vern Butler says will
take place over time.

"That's only the beginning," Butler said.
"We're going to watch our expenditures. Hopefully we'll be able to save a
little bit here and there. We're going to keep an eye on the procedures
the process and how we do things in the district."

The board has
not made a final decision on the Cradles-N-Cribs program nor the
possibility of eliminating busing to the Lucas Pre-K Center, however,
they made a number of cuts, including the following:

Eliminate sick leave ($150,000)
Eliminate Driver's Education program ($84,000)
Eliminate AVID ($160,000)
Eliminate busing for after school extracurricular activities ($1 million)
No new band uniforms for West Brook High School for at least another year
Reduce overtime pay for departments (by $200,000) and campuses (by $750,000)
Reduce extra duty pay by $750,000
Reduce police department by $650,000

"I
feel very confident," said Butler. "I feel confident because the staff
has been able to put this together. We had a lot of direction from the
board of managers, things that they wanted to see and the staff came
together. I think they came up with a very fair budget for us under
financial exigency to be able to move forward."

The board of
managers also voted to give the superintendent the authority to hire
teachers without board of approval within the next 45 days.
